Option 2: Construct or renovate a building on a site that conforms with a minimum density of 13,800m2 per hectare AND is within 800m (0.5mi) of a residential zone with average density of 25 units per hectare (10 units per acre) AND is within 800m of at least 6 amenities AND has pedestrian access between the building and amenities.
